• Confirm the presence of hydrocarbons in commercial quantities in the Paraguayan Chaco Basin by undertaking a sound exploration program,

• Depending upon the results of the exploration program:
  • Create a fully integrated oil and natural gas exploration, production and marketing company,
  • Produce and deliver oil to the refinery in Asuncion and for export,
  • Produce natural gas for local and export markets, and
  • Participate in developing gas fired electrical generation stations,
    
    
• Respect the environment and social issues with criteria and parameters of a sustainable development policy in accordance with international standards,
  
  
• Expand CDS business operations to all of South America depending on opportunities,
  
  
• Build a strong international investor base, and
